When restructuring a file, and shrinking the record size, filePro creates a
"shuffle.tmp" file to hold the new key/data file.  When finished, the
original key/data is deleted and the shuffle.tmp file is renamed.

Sounds like somewhere in the past, a restructure crashed.  (Or, you happened 
to look while the restructure was still in progress.)
