Apps for the apple devices

Your best bet would be a web-based solution (preferably with my OneGate
product) as the driving force behind an application designed with
Dreamweaver and fed through PhoneGap to make an app of a website.  Or you
could do something like use LiveCode for the app.

Haven't done the app side, but I can tell you from research that the whole
thing would be a totally non-trivial undertaking that will run you quite a
bit.
