Somehow I thought win32 locked by pages, but I just gandered at it and it
*looks* like it does byte range

Access used to be evil with page locks. Haven't done an app with it since
2003, so maybe that's why I thought it was a OS and not an application
limitation. Might be fine now in Access 2010 or 2013.

Not having a Windows API reference in front of me or time to look it up at
the moment, do those counter-intuitively provide byte-range locking, or are
you locking the entire file with those?
