Output Form Question

I have never completely understood the output form options ‘number of lines per page’ and ‘number of lines to print per page’.
Most of the time, like on reports and so forth, these are simple enough to use, so I never paid much attention to them.
But when printing on a pre-printed form, like the IRS 1098, where you have to have absolute accuracy as to the placement of text, they have always given me trouble.
And when you combine that with the vagaries of various laser printers (used to work better with dot matrix printers) it becomes a nightmare to get these things to print correctly on a government form.
To be fair, the 1098 form in question is laid out to accommodate 6 lines per inch pretty well.
There are three forms per page, each 22 lines long, which accounts for the 66 lines on a standard 8 1/2 X 11 page.
I set up a 22 line form and then went into the output form options to set the number of lines to print per page.
I set number of lines per page to 22 and number of lines to print per page to 22.
When I pressed esc, the system gave me an error message saying that the number of lines to print must be at least 23 for the current format.
This makes no sense to me, since the lines per page is 22.
However, I set number of lines to print per page to 23, and then the system told me that number of lines to print per page must be less than or equal to page length (22).
In other words, catch-22 (literally).
Can anybody explain what I am doing wrong?
