filepro windows setup

I am trying to install Filepro for windows I get a Icon after the install
I get a Error message "Unable to connect to license server. When clicked.

my filepro files are in C:\appl\
Where you will find C:\appl\fp
                                  C:\filepro

Go to the ~/fp/logs directory where filePro is installed.
Vista Windows and highter = Start - Control Panel - System and Security - 
Administrative Tools - Services

   Look for the entry called fplm_service

   Right Click on fplm_service and select Start
    I get  >  "THE SYSTEM CANNOT FIND FILE SPECIFIED"

Edit the file called servlog.cfg

Make sure the lines towards the bottom are not commented out
    (remove the # sign at the beginning of the lines)

    NEWFILE,DEBUG,server.log

    DAILY,WARN,server_warn.log
