Search in multiple files

I would like to see how you all would handle the following and am open to
suggestions and ideas.
I have one file where the programming is held/done (avsProg) and other files
where the information is stored, depending on if the file (claim) is unpaid
(avsHold) or paid (avsxx14, avsxx13, etc). Once the claim has been paid, the
information is moved from avsHold to the appropriate file based on the year
of the file.
I'm using qualified files for the first time and this seems ideal for the
above situation. My first questions is, are there any limitations I should
be aware of using qualified files? Other than not being able to 'see' the
record in " Inquire, Update, Add" (I know that is mental) I like the
qualified files.
Second, When someone searches (through avsProg) for a record with no
knowledge if it's been paid yet, my thought is to program a search in
avsHold and if not found then search in the other files one at a time. That
is how I've handled this situation before using dummy fields and a loop.
However, if someone is searching for a person's name which could be on
multiple records (multiple claims) a browse lookup obviously won't work and
we could not see multiples records from multiple files listed at the same
time.
I hope this all makes sense. I appreciate your help.
