Some years ago using SCO Unix I made this work quite well using Wyse terminals. It was used by a collection agency and each terminal had a modem that would dial the phone locally and then release so the collector could talk.

He wants to dial the phone number attached to an apartment in his database.

filepro had a feature for this in the very early versions.  I saw it 
work.  AIX might be a platform where it will still work.

I know it does not work in Windows since Windows3, at least I never 
could get it to work.

It requires access to the com port or the modem port.  If you can send 
signals to the modem and had the phone hooked up to the modem in the 
other jack they usually provided in that version of modem it might happen.

You have way to many variables to make this something someone could give 
you help with on the list.

I do remember the command was OUTS "str"
Definition says: Sends characters to a serial port.  Requires that the 
PFOUTS environment variable be set.
PFOUTS = port, baud, wordlen, parity, stopbit

UNIX would require something like:  tty1a, 9600,8,n,1 and then with a 
Hayes modem you could set a dialing code ATDT[phonenumber]

Probably need much more and the right hardware but maybe it is doable.
