First thing that comes to mind: Is SELinux turned on?
I know for a fact that the default Apache rules for SELinux on CentOS/RHEL
are set to disallow writing of files to anywhere but /tmp no matter what
you do. Who the hell knows how it might treat dreport if tuned
sufficiently ridiculously.
Try temporarily disabling SELinux if it's enabled, and re-run your tests.
You can figure out a long-term solution if the tests succeed.
I'm not saying it -is- that, I'm saying it feels -really- bloody familiar
and similar.
