I think the problem is solved!  After considerable effort
including trying 3 different routers I found an ancient Mac on
our network that was flooding it with garbage which overwhelmed
the circuit.  Fortunately it is in a rack behind my desk, and I
didn't have to crawl behind the racks in my computer room to find
the problem.
