You could just copy the file without the data to a new file. Use the ! field markers on the new file screens and add a field, the only field accessible, to the new file as a prompt. Use input processing in the new file to copyin the desired record and to allow movement through screens if necessary. Enter the newfile from the menu in the update mode -xa. To leave the viewing  process use a  @sk to leave the prompt field with a then line of "delete; close; exit", so you don't create a useless record in the new file. The original file is never updated.
