Offtopic: MySQL Programming

This is off topic.
I am looking for someone to do some MySQL programming.  I have data 
coming out of another program in a csv format..  The SQL program will 
import the data, be available for reports, be able to create labels that 
will go on a box(meeting state and Hipaa requirements), and be able to 
attach a picture to the label and print the picture of each item 
represented on that label.  I will give more details privately.  If you
