CSV Issues with quotes after a number

I ran into this many years back.  My customer was using " for inches in 
a description.

We had them change to using '' which is two apostrophies, instead of a 
single quote.  It appears similar and does not mess up filePro.

Commas or linefeeds are also an issue when filepro reads a csv file.  
Filepro will write a file with linefeed/carriage returns in fields but 
will not read them.
