When tokenizing does the sequence of processing tables matter?

1.. rcabe foobar -c auto -c report process -c select process
2. rcabe foobar -c auto -c select process -c report process
3. rcabe foobar  -c select process -c auto -c report process

Should a -v select process be tokenized with the report and the auto process table to be used.  

How does rcabe distinguish which table is a processing table and which is being used as an auto processing table is it isn't named "auto"?
