Question on CSV file

I have a customer that is sending us CSV files that are somewhat 
non-standard.  Each line ends with just a CR and no LF except the last 
one which does not have either.  When I tell Filepro to IMPORT using CR 
as the record delimiter it drops off the last record.

If I open the file with OpenOffice and then save it this corrects the 
problem, but involves a separate step.

Unfortunately the customer is all that computer savvy and doesn't 
understand any of this nor how to solve it.  What could be creating the 
file this way and is there an easy way to solve the problem. (I'm using 
Windows FPro.)
