Close, but not quite. Console windows are still alive and well in Windows
8. However, starting with Vista, some systems didn't support "full-screen
mode" on console windows. Starting with Windows 7, I believe they were
dropped entirely.

Yes, what you need to do is select a font and size that is as large as you
can fit on the screen if you want/need to have an "almost full-screen window".
