In general, yes.  

That said, you would often be surprised, for non-one-off things, how
flexible the other end can be if you ask them; it's just that people 
often don't ask.  And there's usually a business case for reducing the
labor and increasing the ruggedness at your end...

If it is a one-off, of course, you're screwed.  Often the easiest solution
is to pull it back into a spreadsheet and reexport it a sane format.  
(Anything where quotes are optional is not sane.)
