As I understand it, the format is:

    +  (country_code)  -  (country_specific_information)

The format of the phone number part (after "country_code") is different for 
each country.  Unless you code for the format for every country, the best 
you could really do is something like this (untested) edit:

    "+" {N} "-" { N | "-" }
