License Error - Windows

 From the workstation, open a command prompt and type:

     telnet 10.0.0.51 6556

Does it connect, or do you get an error?  You won't be able to do anything 
if it does connect, other than "Ctrl-]" and then "quit" to exit.  But if it 
doesn't connect, then something is blocking the connection, or the license 
manager isn't running on that port.
