There is no such thing as a "symbol set for an IBM PC" as a single
standard. There are more than one. Most likely, you're referring to
CodePage 437 (CP437), as that was the most commonly used one prior to about
1995, or thereabouts.
Nowadays, if I had to guess at the locale for an English-based OS running
Stateside, I'd say it's probably ISO Latin 1. You're best off looking at
more official docs than I can write, since I get wobbly when discussing
codepages:

If it isn't CP437, I'd be very surprised if it wasn't ISO-8859-1, at least
here in the U.S.
