Again, I've never used one, but as an example, Apple's AirPort Express has
this in its description:
> AirPort Express includes a 10/100BASE-T Ethernet LAN port for fast wired

So it sounds as if you could just move your router's external-facing port
from your ISP's dead connection to the AirPort's RJ-45 port.
I would assume that this feature is available on other 4G WiFi access points
as well.
