I have been following this thread and have one question about sockets and
licensing.

At what point is the socket license charged?

If one has a socket function, but it is not activated, is the license
charged?  This might occur in an input table using an @key command to use
the socket function.

On the other hand one may have an output process which may process a group
of records and if specific criteria are met, use sockets otherwise not.

At what point is the sockets license charged, when the process starts even
if the sockets function is not activated or when a socket is created?
