*report helps a lot with its @wbrk triggers, the 1-8 level sorting spec, and the ability to override any portion of that in selection processing

*clerk will also get stuck on Licenses error, I talked with Linda Gray about using *clerk instead of *report and she also thinks that it would NOT solve the problem 

I found a way of looking at the license count so all my cgi scripts will automatically check the license count and alert the user that the system is busy (try again later) and it will alert me when this happens sending me a text message to my phone.

The correct answer to what should be the question, is with proper 
programming techniques, both the cgi script and the use of CLERK in the 
cgi could not only tell the web user when there is a problem, it could 
alert the system administrators.
