system can only see filepro files as root - user1 will not see filepro files - maybe partly OT

my customers server will run filepro as root and see's all filepro files
but will not run filepro as user "user1" and cannot see filepro files.
any help would be appreciated
is this maybe some setting in linux?

*filepro details:

*by saying cannot see filepro files i get the below error message:
          "There are no filePro files in
          //appl/cut/filepro/
         no such error when logged in as root

*fppath is:
       /appl

       /appl/cut

*from /appl/fp/lib/config :

     PFHCFF=ON

*below script also works for root but as user "user1" the filepro files 
are not seen:
