When looking at the log with debug active, the volume serial number in the log was 7e991af5. No dashes. I assumed that the service is comparing the license serial number to one it read off the drive. The value was indicated as a mismatch (not the logs words).  I checked the licinfo app and it had the serial # with 66 not 99. 

If you want I can send you the screen grab of the serial numbers
