Vista and Win7 prohibit anything other than a "run as administrator" program
from creating or editing any files in the root directory. (Note that admin
accounts do not have "run as administrator" privileges.)
You could move everything to the "c:\appl\fp" and "c:\appl\filepro"
directories and edit the .bat file as appropriate.
I don't think this is related to dclerk crashing, however.
