I have to thank Bob for responding in a timely manner. As usual the
problem was something very simple, but which eluded me because
everything else was running fine.

When I upgraded it involved an SATA drive on an older XP installation
that didn't have the SATA drivers installed. To get around this I did a
repair install with a Windows install disk that had the drivers put in
them with nLite. What happened was the repair install overwrote the
existing network configuration with its static IP address. The new
installation was getting an IP address via DHCP. So obviously
everything was working properly, but the CUPS server couldn't get the
jobs to the PW port since they weren't on the right address.
