As mentioned previously, RAM can be a serious issue here.

But so can permissions, especially on the folders containing the data files!  
Set incorrectly you can run into slowness issues with multiple users.

What is the drive and path for /appl/fp ans /appl/filepro ?

He was convinced it's a dinosaur. I don't know where the 16-bit came from,
short filenames? There was also mention of a "switch". I'm having them

A little more info:

Client has eliminated AV as an issue. All indexes had been rebuilt. All of
the usual post-migration steps were taken. All of the usual trouble-shooting
was done (25 years experience). A router is being used not a switch.

He has several customers running this multi-user configuration on Windows 7
and SBS with no issues, many with 5 users full-time.

rreport will take 51 seconds to count down 100 records. With 2 users it
takes 10 minutes.

Does anyone use Windows 2008R2 specifically?

I have a client running win server 2008 with 25 plus users with no  
performance problems. 

What are the specs for the server?  Windows server OS's are memory hogs and  
any minimum memory suggestion from Ms is inadequate.

We're not looking at Apples correctly here.
Server 2008 is available in 32bit and 64bit version
Server2008R2 is only available in 64bit version

32bit  binaries may not run at at full speed on a 64bit Windows OS.

Saying server 2008 is like saying "personal computer".

Even if that's true (and I'm not certain it is), that wouldn't explain why 
it slows down to 1/12th the speed when a second user is on:

And, unless processing is doing a huge amount of work on every record, two 
records a second is extremely slow to begin with.

Note that I don't have any Win2008 systems.  I am, however, on a 64-bit Win7  

box.

My client is running 64bit win 2008 server in virtual mode. I am not sure  
what Vm software they are using. 

My office system is 32 bit server 2003 with my newest workstation running  
win 7 64 bit ultimate.  I have no performance problems. 

I am  curious, are the users using terminal server or running FP on desktop  
computers?

Also, is they're connecting using a router/switch, it is possible that the  
switch portion of the device may have a bad port causing this slowness. 

One of my clients had this problem when they used a bad extra switch to add  
more connections in a second floor office. As soon as this bad switch was  
replaced, the system performance returned.
