I am a little disappointed in this answer.  If you did not want to 
supply an answer, why did you post this?

We (filePro community) know that the documentation - while exciting and 
riveting to read - is not always on the mark when it comes to answering 
our need for information.  Often it is vague and incomplete when 
providing the boundaries and rules we can expect when using a command or 
function.

Also when learning by example, our assumptions as to what to expect in 
all cases, might be entirely wrong.  Other things may be causing the 
result and we assume that the command we are testing did it.

So asking the list for clarity and then getting such a vague response 
like this is not helpful.

If anyone has the keys to the details of how things should and do work, 
it should be you.

I would answer Richard but I never use the Restart command because I 
never saw 1) any good reason for it 2) was not entirely sure it would do 
what I wanted - if I did find a reason.

So I was looking forward to a better answer, that I might learn something.

Sorry but this just hit me wrong.
