centos & filepro system commands

Hi
 
 
I have a CentOS operating system and filepro 5.0.11aR4
I execute a system command to
 
C="mkdir /appl/docs/"{38;system c   field 38 being client id #
C="cp /appl/docs/logo.jpg /appl/docs/"{38{"/"{38{".jpg";system c
 
 
The directory path is /appl/docs owned and group by filepro
 
getting permission denied errors
 
any help would be appreciated
