Print Wizard will do that. There's a lot on our website (including a demo 
version), but let me give you the quick path to your solution:

1. Run Print Wizard Server Edition as an LPD service on a Windows PC.

2. Set up your CUPS to feed it plain text.

3. In filePro, use either a) an existing PCL-5 printer definition, or b) 
the "printwiz.prt" definition file that we provide.

4. Back in Print Wizard, configure a profile to produce a PDF.

5. In the LPD service (in PW), configure the queue to use that profile.

6. Restart the service.

Another approach is to use AnzioWin, our terminal emulator, which has most 
of the Print Wizard logic built in. Then tell FP to do passthrough print.

That should get you started.
