The initialization string I use on my hp4mplus is:
\EE\E&k2G\E&s1C\E&l7C\E&l66F\E(s0o17.6h0s0b4102T
This is a termcap entry where \E is the ESC character.
Jim Asman can tell you the gory details of the various entries. I think
the 17Cl66F is the part that sets it to 66 lines per page and decreases the
interline spacing a bit to make it fit.
THe last \E sequence sets it to condensed type by default giving
it effectively 132x66 as one would have with old 11x14 green bar
computer paper (oh for the days of 1,000lpm printers that would
eat a box of paper in a real hurry :-).
