John,
On windows 7 you can change the default button from shutdown to something
else.
Click on start, move the cursor over the shutdown button and then right
click. Click on properties and then in the dropdown box select which button
you want as a default.
Since all of the buttons act without prompting, I would select hibernate as
this will cause the least chance of losing any data and will allow for a
quick restart.
The next thing you can do is create a shortcut for shutdown. Create the
shortcut and add /I after shutdown. This will bring up a GUI similar to
what occurs when shutdown is selected on Windows server.
I have not found a way to make the shutdown button accept any command line
options. It would be nice if one could. .
