Well, technically, they didn't "drop support" for the .hlp file format.
Rather, versions since Vista don't include the .hlp file viewer "out of the
box". If you try to use such a file, you get a window which says:
The Help for this program was created in Windows Help format,
which depends on a feature that isn't included in this version
of Windows. However, you can download a program that will allow
you to view Help created in the Windows Help format.
For more information, go to the Microsoft Help and Support
website.
The last sentence has a clickable link to the knowledgebase article about
it, along with download links for several versions of Windows.
Microsoft is calling them "legacy .hlp files".
Surprisingly, although they don't include support for "32-bit .hlp files",
they still include support for "16-bit .hlp files".
