CSV from Filepro dropping leading zeros

Yes, the apostrophe trick works, but the apostrophe is still in the
column as a visible character.
FYI, I am using this on the web. Users request the grid of data to be a
csv file and filepro creates the csv.
That csv file is automatically loaded into Excel on the web users PC.
There is no loading or importing of this data.
