Walter,

They do not exclude the old quickstart stuff anymore.  Development 
includes Quickstart these days.  The Dreport, Dclerk and Rclerk and 
Rreport all qualify as Runtime and count together toward that end.  They 
all come with development, they all come with runtime.  The license you 
get with a development system allows you to run at most 5 users in any 
part of filepro, dev or  runtime side. If all are in development none 
are left for runtime.

In that sense, I would need to add 10 users on the runtime side to 
insure that I would always have 10 users when 5 users are providing 
development.  But since they do not sell a 1 user development for 
network systems, the system might usually have only 1 development users 
so it would leave 4 seats for runtime users.

If no-one was doing development the 5 seats for development would be 
available on the runtime side.  So in that sense the maximum seats would 
be 15 users for runtime - none for development.
