@tm is not right

As I said to Robert Pulliam yesterday when he asked about his @TM being off 
by an hour:

   What O/S are you on?  Do you have the latest timezone patches?

   What version of filePro are you on?

To answer your specific side questions:  filePro gets the time via the 
standard C library "localtime()" function.
