An old style .HLP file generates a similar message on Vista, also. But if 
you read it closely, it allows downloading the help display program. I 
don't know if that is an option for Server 2008.

Can't address the HTML specifically, but I can tell you that new OSes are 
very restrictive as to permissions, different users (logins), etc.
