There is a way to disable those particular window decorations, as I
remember it.  But it has to be done at the low level inside the application
code.  It's not something you can just impose on any program you like
externally; it has to be a feature written into the program in question.

Of course, any such application should also disable Alt-F4.  Also
trappable, but also required to be done at the low level, internal to the
application, TTBOMK.
