GIAdmin is not licensed.  It is only a monitoring tool.  It is normally 
loaded onto a Windows machine.

Ah.  GIAdmin does not do that.  GIToolKit does that.  GIToolKit is 
licensed to a single Windows machine and is used to generate custom 
configuration files for a developers GIclients.
