I'm no edit "expert", but I don't think what you want to do is necessarily
possible in an edit.  Sure, you can lop off leading zeroes.  You can force
the last two digits to be decimal places as well.

But the problem in my mind is that the + or - is at the end of the data,
and you're needing it to be not only taken out of order, but actually
interpreted to affect the positive/negative state of an integer--which is
probably equally about as bad as being out of order.

I'd actually write processing to convert the field, myself.  Unless I see
someone actually post an edit that does it, to me it's not seeming like a
task an edit can accomplish by virtue of the data representation in the
original.
