While I haven't actually done it, I am confident you could do it with
Trixbox.  It is an extremely flexible opensource virtual PBX with the
ability to shell out commands, take in data, etc.  It is a CentOS based OS,
and has enormous support both from community and from corporate subscription
services (much like RedHat).
