Not so much required as "just is". If you go into Properties on My
Computer and go into the advanced stuff, you can set environment variables.
I went to manually add paths off of a completely fresh install and path was
already there to append to.
At a minimum, it should probably contain:
C:\WINDOWS\System32;C:\WINDOWS;c:\WINDOWS\System32\Wbem
After that it looks like stuff programs started adding themselves,
beginning with Intel Desktop Utilities. At least that's how it went on my
system fresh from build/install.
