Indeed.  But if you waved a few hundred dollars in front of them, they
might do it anyway.  On the second point, any reason why you can't use
pass-phraseless key files?

Yeah; I'd like r-p-e-s as well.  It's not *that* hard to build putty on
Windows, though...
