Checking a bit on this, there is an ``respond_to_host_requests''
option in the list setup that controls this (off by default).

IHMO, turning this on probably is more useful to spammers and
phishers than it is to list members as a far greater number of
the moderation requests are not for legitimate members.

One of the most common reasons for moderation requests for list
members is that they send from an e-mail address different than
the one in their subscription.  Only subscribers can post to the
list without automatically going to the moderator (this was the
case with John's recent init double (triple) posting regarding
vim colors).
