Well, there's your problem, right there.
There's no such thing as "Standard Windows csv".
There are about 17 different variants of CSV, which involve such
questions as "do I quote numeric fields, which cannot have spaces", "do
I quote alpha fields, which *do* not have spaces", "do I infer that a
field is numeric, on read, *because* it has no quotes", and etc, and
etc, ad nauseum.
