What happens if you try this from the ex command line, ``:syntax off''?
It works on every version of vim I've seen including the minimal /bin/vi
from the CentOS vim-minimal package. This package is designed for use when
only the root partition is available (a situation I have never seen).
It sounds to me as though Ubuntu has managed to break vim.
