We, the Windham School District http://wsdtx.org are a mixed development shop, formerly with a fP core, now in the beginning stages of a conversion to Oracle, with some systems in Uniface over Informix (that will also be converted or replaced, eventually), and a tight relationship with another state entity that is primarily DB2 on an IBM mainframe, and currently almost all of our application systems are home-grown. There are ~9 database or applications development slots here including
the open slots, at least one of which is completely new, and some the result of
shuffling about.

The other remaining "full-time" filePro developer here just accepted another position with another entity (a good move up for him), leaving me as the primary fP hack along with a couple of folks who know just enough fP to be dangerous as they've primarily been working with other tools. The original plan was for the other guy and I to serve as a rear-guard to maintain and make minor changes to what we have and feed existing data to the rest of the team to use to build the successor system that we need to more tightly integrate with some outside data sources, in particular making use of an Oracle/DB2 gateway to connect to what is effectively our parent organization, but I've had to adopt more of a duct-tape mode now that its me and only me keeping afloat what is still the primary data entry and program reporting system. We will all be switching to an ODBC framework at some point, though I expect some fP systems to remain in production for at least
 another 10 years.

Our industry niche is stable - the education of inmates in the Texas state prison system. Between the local university and being the state headquarters of the prison system there is a very stable employment base in the area and a low cost of living. Land and housing prices are actually still in a slow rise here. With a population just over 30,000 we still have a smaller town feel, but with a fair number of big city features attracted by the money in the college population. We are about 45 miles from the expanding north edge of the Houston metropolitan area, and both Austin and Dallas are within easy striking distance.

In general we have a very low turnover rate. Several of us (myself included) have been here 12-15 years; the others are more recent but most of them date from when their positions were created (since our department has been growing in recent years). The state insurance and retirement benefits are very attractive.

Feel free to call with questions about the workplace or the area. I'm not directly involved with the hiring process, but can get you to the right spot if you have questions I can't answer.
