Is it just me, or did Bill Campbell say:

Arthur C. Clarke proposed that, at least fictionally. "The Songs of
Distant Earth" had public office as a duty, not a perq, and elections were
by lottery. There were three disqualifications: being a criminal, being
mentally ill, and I forget the third.
The contention was that anyone deliberately aiming at attaining a position
of power was someone least qualified to hold it.
I can't say I disagree.
