Note that even that's not perfect.

I forget the technical term used, but my in-laws had a meter which had one
of the pointers not properly aligned.  (Imagine a clock which, on the hour,
would have the hour hand pointing to the quarter hour.)  Sometimes, when
the meter was read, the (human) reader would mis-read the pointer, as if it
were pointing to the next value.  (Thereby reading it 10^n too high.)  The
bigger problem was when a future reading correctly read the number, but
which was seen by the power company as the meter having been tampered with.
(As if someone had rolled back the meter 10^n units.)

Fortunately, they were able to document this somehow, and had photos to
back up their claims after the meter was replaced.
