Pasted in a wrong command.  .tif not .tiff
The windows right-click actually saved as .tiff and that was in the 
directory too, and I mistakenly used that first for the unix test istead of 
the actual .tif downloaded by wget.
I did go back and redo the convert & mkpcl using the .tif just to be 
absolutely sure it works as claimed.
